This consultancy engagement involved the preparation and execution of a Pre-Feasibility Study for the Maritime Transport Improvement Project, commissioned by the Ministry of Works and Transport to assess the viability and potential for enhancing inland water transport in Uganda.
The study encompassed a comprehensive review of Uganda's current maritime and inland waterway transport sector, including an inventory of existing port infrastructure, ferry landing sites, vessel fleets, navigational aids, and regulatory frameworks governing water transport on Lake Victoria, Lake Albert, Lake Edward, and other navigable water bodies.
Demand analysis and traffic surveys were conducted to assess current and projected passenger and freight movement by water, identifying key transport corridors and unmet demand. Economic analysis was performed comparing maritime transport against road and rail alternatives.
The study evaluated the condition and capacity of existing port facilities, identified infrastructure gaps, and proposed priority investments for port rehabilitation and development. Environmental and social impact considerations were assessed at a pre-feasibility level.
Financial and economic viability assessments were carried out for proposed improvements, including cost-benefit analyses and identification of potential financing mechanisms. The final pre-feasibility report presented findings, conclusions, and recommendations to guide detailed feasibility studies and investment decisions by the Ministry
